Why is it still easy to fall for old tricks? (Vietnamese below)
According to the Vietnam Cybersecurity Department, the form of impersonating electricity and water employees is not new but is currently flourishing, and many people are falling into the trap. The scammers often impersonate electricity company employees, calling customers to inform them of issues with their electricity bills, such as overdue payments, large outstanding amounts, or technical errors in the system. The perpetrators can spoof the phone number of company employees, using caller ID spoofing technology to make their number appear as the official number. This increases the credibility of the call and makes it easier for the victim to trust.
Next, the scammer demands immediate payment through unofficial channels such as Zalo or bank transfer. To exert additional pressure, they may threaten to cut off the electricity immediately if payment is not made quickly, causing panic among the people and making them more likely to comply.
After sending a message or making a call, the scammer can send a link to a fake payment website or a fake application of the electricity company for customers to access. When the victim enters their bank account information, OTP code, or personal information, the scammer will seize their money and information. To increase credibility, the scammers also investigate or purchase names, addresses, electricity and water bills… of the stolen customers from other sources.
In an interview with the press, an expert in online fraud prevention stated that this form of scam is not new but rather a variant of tricks that have appeared before. c. Vietnamese authorities and the press have continuously warned about this tactic from 2023 until now.
Although there have been slight changes in the script, this form remains particularly dangerous for users who lack vigilance.
The individuals will impersonate reliable organizations such as banks, police, social insurance, electricity companies, tax departments, and online public services…
They contact via phone, Zalo, OTT apps, email, or messages, creating a sense of urgency, demanding the victim to follow the instructions. Hackers lure victims into downloading fake apps with the file extension: .apk, thereby gaining control over Android devices. When the victim clicks on “install” or download, the web browser on the phone immediately downloads the malicious file. This helps hackers carry out fraudulent activities or seize assets.

Theo Cục An toàn thông tin Việt Nam, hình thức lừa đảo mạo danh nhân viên điện, nước không mới nhưng lại đang nở rộ và không ít người sập bẫy. Các đối tượng lừa đảo thường giả danh là nhân viên điện lực gọi điện đến khách hàng, thông báo có vấn đề về hóa đơn tiền điện như: quá hạn, số tiền nợ lớn, hoặc lỗi kỹ thuật trong hệ thống. Thủ phạm có thể giả mạo số điện thoại của nhân viên công ty, sử dụng công nghệ giả số điện thoại (caller ID spoofing) để số điện thoại của chúng hiện lên giống như số điện thoại chính thức. Điều này làm tăng độ tin cậy của cuộc gọi và khiến nạn nhân dễ dàng tin tưởng.
Tiếp đó, kẻ lừa đảo yêu cầu thanh toán ngay lập tức qua các kênh không chính thức như Zalo hoặc chuyển khoản qua ngân hàng. Để gây thêm áp lực, họ có thể đe dọa sẽ cắt điện ngay nếu không thanh toán nhanh chóng, khiến người dân hoang mang và dễ dàng làm theo.
Sau khi gửi tin nhắn hoặc gọi điện, kẻ lừa đảo có thể gửi đường dẫn đến website thanh toán giả mạo hoặc ứng dụng giả mạo của công ty điện lực để khách hàng truy cập. Khi nạn nhân nhập thông tin tài khoản ngân hàng, mã OTP, hoặc các thông tin cá nhân, kẻ lừa đảo sẽ chiếm đoạt được tiền và thông tin của họ. Để tăng độ tin cậy, đối tượng lừa đảo còn điều tra hoặc mua lại tên, địa chỉ, hóa đơn điện, nước… của khách hàng bị đánh cắp từ các nguồn khác.
Trao đổi với báo chí, một chuyên gia phòng chống lừa đảo trực tuyến, cho rằng hình thức lừa đảo này không mới mà chỉ là biến thể của các chiêu trò đã xuất hiện từ trước. Các cơ quan chức năng và báo chí Việt Nam đã liên tục cảnh báo về thủ đoạn này từ năm 2023 đến nay. Mặc dù thay đổi đôi chút về kịch bản, hình thức này vẫn đặc biệt nguy hiểm với những người dùng thiếu cảnh giác.
Các đối tượng sẽ giả danh tổ chức đáng tin cậy như ngân hàng, công an, bảo hiểm xã hội, điện lực, Cục thuế, Dịch vụ công trực tuyến…
Họ liên hệ qua điện thoại, Zalo, các app OTT, email, hoặc tin nhắn, tạo cảm giác cấp bách, yêu cầu nạn nhân thực hiện theo chỉ dẫn. Hacker dẫn dụ tải app giả mạo có đuôi tệp tin là: .apk, từ đó chiếm quyền kiểm soát thiết bị Android, khi nạn nhân nhấp vào chữ “cài đặt” hay tải về thì ngay lập tức trình duyệt web trên điện thoại sẽ tải về tệp tin mã độc. Điều này giúp hacker thực hiện các hành vi lừa đảo hoặc chiếm đoạt tài sản.
